Please tell us about the overall situation of China's firefighting propaganda work.

Liu Shujie: Since joining the firefighting team in 1978, I have been engaged in firefighting propaganda work for 40 years. In September 2016, I was honored to be awarded the 10th "Fire Phoenix Cup" national excellent fire science popularization worker by the China Fire Protection Association. In the ten years of fire propaganda work, I personally experienced and witnessed the development of fire protection propaganda work in China and the improvement of fire safety awareness among the whole people.

China's fire propaganda work has always been highly valued by the party, the state, and governments at all levels. Article 6 of China's Fire Protection Law stipulates: "People's governments at all levels should regularly carry out firefighting publicity and education to raise citizens' awareness of fire protection. Education, labor, etc. The competent department shall incorporate the knowledge of fire protection into the teaching and training content. The relevant competent departments of news, publishing, broadcasting, film, television, etc. shall have the obligation to conduct fire safety publicity and education.” The Fire Protection Law clearly stipulates the fire propaganda work: Relevant departments and media should strengthen the propaganda work of fire prevention, widely publicize and thoroughly implement the Fire Protection Law, popularize fire protection knowledge, enhance the awareness of fire safety laws and fire safety awareness, prevent and reduce the occurrence of fire accidents, and protect state property and The lives of the people are healthy and safe, and promote sustained and healthy economic development.

Nowadays, the public's awareness of fire safety has changed dramatically compared with the past, and people have a deeper consideration of the value of life. In the past, fire extinguishers were only stored in key occasions and key areas. As people pay more attention to fire safety and economic level, fire extinguishers have gradually entered various public places, enterprises, families and other occasions. The fire science popularization work played an obvious role in the whole society. From the simple posting of pictorials in the past, it was transformed into a new stage of in-depth fire propaganda through the use of new media such as Weibo and WeChat.

Since 1992, the Fire Department of the Ministry of Public Security has set up the National Fire Protection Publicity Day on November 9 of each year. Since 1994, the Fire Department of the Ministry of Public Security has set up a theme for firefighting publicity days every year. Although the annual fire protection theme is different, However, it is a theme of people-oriented, eliminating hidden dangers and building peace. This year, the theme of “Fire Elimination and Building a Safe Community” is the theme of the National Fire Protection Day. Reporter: In response to the above situation, please briefly introduce the current fire protection publicity work, what are the difficult problems, and what are the countermeasures?

Liu Shujie: The main purpose of the fire propaganda work is to raise the awareness of fire safety among the whole people and make them deeply rooted in the hearts of the people. However, the current firefighting propaganda work is mainly led by firefighting forces. The use of new media for firefighting propaganda is not enough, and cooperation with other departments needs to be strengthened. In addition, all units in the society pay more attention to the training of fire safety awareness, and they are more concerned with the situation and only pay attention to the surface phenomenon.

In response to the above problems, we should fully mobilize the whole society to actively participate in the fire propaganda work, to adopt the propaganda form that the masses like to see and hear, to enhance the perceptual knowledge of the masses, and to achieve the effect of entering the brain and entering the mind. At the same time, it is necessary to give full play to the advantages of new media, form a three-dimensional, compound propaganda and posture, and create more grounded works, so that the public can truly support fire safety work and raise fire safety awareness so that fire can be made. The propaganda work is truly lively and solid.

Reporter: Fire safety work also needs strong support from science and technology. Please give an example to introduce the advanced achievements in fire technology in recent years. What role did it play and what effect did it achieve?

Liu Shujie: In recent years, fire protection technology has developed rapidly and has greatly improved the protection of the lives and health of disaster victims and firefighters. However, due to the emergence of new technologies, new technologies, new materials and electrical products, different types of fires have gradually increased, and the lives and health of the victims and firefighters are still greatly threatened. How to protect their lives, fire fighting equipment is particularly important, mainly introduce the following five types:

First, the fire quickly cooled down the fire. This equipment is represented by DSPA-5. It can instantly reduce the temperature in the 150 cubic meter fire field from 1000 °C to 100 °C in 30 seconds, and can effectively control the temperature within 45 to 60 minutes to suppress the crash and deflagration accident. Occurs to avoid casualties. This equipment is the killer of fighting indoor fires, especially for fires that endanger the lives of people affected by disasters and firefighters, such as blasting, deflagration, high temperature and heavy smoke. After the firefighters arrive at the scene, they do not have to enter the fire directly. The equipment can be put into the fire to make it play a unique role. After the temperature of the fire is reduced to a safe state, the firefighters can enter the fire to rescue them. And can also quickly extinguish the purpose.

The second is a multi-functional and high-efficiency attack agent. Represented by FA2000, it can instantly cool down and reduce the temperature of the fire from 1000 °C to 40 °C. It also has excellent functions such as preventing re-ignition, efficient heat insulation and eliminating smoke. Its fire extinguishing speed is 6 to 10 times that of ordinary fire extinguishing agent. It is the fastest fire extinguishing device in the world. It is effective for indoor, outdoor, solid, liquid and other fires.

The third is the fire reconnaissance robot. Fire reconnaissance fire-fighting robots can generally carry 600kg and can advance at a speed of 150km/h. Water cannons can be installed on the equipment, with a range of up to 20m and working hours of up to 4 hours. At the same time, the fire detector robot is also equipped with a camera to detect fire in all directions, instead of firefighters entering the fire to detect fire, effectively avoiding firefighters' casualties and reducing firefighters' casualties.

The fourth is a new fire protection suit. China's traditional fire-fighting protective clothing can withstand the high temperature of 600 °C ~ 800 °C, but the "Lion Lion LION" attack group of fire-fighting protective clothing as the representative of the new high-temperature fire-fighting protective clothing, its fabric can withstand 1093 °C high temperature within 8 seconds. This protective suit adopts the new Max material, which is resistant to high temperature and wear, and also increases the waterproof and breathable function, and the comfort is greatly improved.

The fifth is a portable electric lift, represented by ACCII, which can quickly help firefighters and trapped personnel to evacuate the fire, saving manpower and being safe and reliable.

Of course, there are many other fire-fighting equipment and equipment on the market, which protect the life and safety of firefighters from different degrees. With the development of science and technology, more new technologies and new products will come out. In addition, with the development of the economy and the improvement of purchasing power, governments and units at all levels will gradually improve the level of firefighters and equipment, and increase the level of sophisticated equipment. Reporter: Fire safety is a complex system engineering, and its safety issues need to be resolved by the joint efforts of all parties in the society. Maintaining fire safety and curbing the occurrence of serious and serious fire accidents, the government, enterprises, and the public have unshirkable responsibilities. What do you think are the three countries that need to do their own efforts?

Liu Shujie: I believe that fire safety work should be done with four points: First, we must adhere to the government's leadership, and we must incorporate fire protection into the government's target responsibility assessment and government supervision, sign the responsibility letter step by step, and strictly supervise the assessment. Awards and punishments are honored. Second, it is necessary to strengthen industry management and promote the responsibility of industry authorities to implement fire safety management responsibilities. Third, enterprises and institutions should strengthen the principle of “who is in charge and who is responsible”. As an independent legal entity, enterprises must strictly follow the provisions of the Fire Protection Law, act in accordance with the law, and strengthen their management responsibilities; establish, improve and strictly enforce All rules and regulations, grades, departments, and posts sign fire safety responsibility letters, implement them at the grassroots level, check them at all levels; formulate emergency plan measures and conduct emergency plan drills regularly; equip with necessary fire equipment and keep them intact; extensive Carry out fire education and training for all employees, so that all employees can understand fire protection knowledge, be familiar with emergency plans, and master the use of fire extinguishing equipment and methods of escape. Reporter: Compared with the fire safety work in western developed countries, what are the gaps in China's current fire safety work? What is the solution?

Liu Shujie: Compared with developed countries in the West, China's current fire safety work has gaps in the following three aspects:

First, the fire safety awareness of the whole people needs to be strengthened. In particular, I consciously abide by the awareness of fire protection regulations. For example, it is still impossible to completely eliminate the bad habits such as cigarette butts. Second, the level of fire prevention and control needs to be improved. Mainly from the management standardization of fire-fighting equipment and technical modernization to improve the level of fire prevention and control, many companies usually regard the fire-fighting equipment as a form of response inspection, and does not fundamentally regard fire-fighting equipment management as an indispensable part. Third, the concept and equipment for fire fighting and rescue have yet to be updated. Some fire-fighting equipment or fire-fighting methods are relatively backward. We should keep up with the situation at home and abroad and increase investment in science and technology. In the issue of fire emergency rescue, we must pay attention to methods and methods to minimize casualties.

In response to the above problems, the following three points should be achieved:

First, it is necessary to strengthen fire safety publicity, enhance the awareness of fire safety among the people, and consciously participate in fire safety work. The second is to strengthen fire protection regulations, strictly manage according to law, and obey the rules.
